Westgate is a small, recently built neighborhood on the far northwest edge of Bend, Oregon, tucked against the Shevlin Park trail system and the Phil’s Trail network. You get the quiet of being at the edge of town with quick access to singletrack, Nordic skiing, and Tumalo Creek, without giving up a short drive back to NW Crossing or downtown. Homes here are newer than almost anywhere else on the west side, platted between 2020 and 2022, and because the neighborhood is small, what is actually for sale at any given moment varies a lot.
Westgate sits in the area covered by the Summit West Neighborhood Association, and worth knowing up front: county GIS records show the neighborhood actually straddles Bend’s official city limits, with sections of it sitting in unincorporated Deschutes County rather than inside the city boundary itself. On the ground you would not notice a difference. It is addressed as Bend, Oregon, 97703, and it functions as part of Northwest Bend day to day.

What Westgate is
actually like to live in.
You feel the edge-of-town quality here more than in almost any other NW Bend neighborhood. Streets are new, lots on the west side back up toward the Shevlin Park canyon rim, and there is less of the walkable commercial buzz you get in NW Crossing. What Westgate trades for that is quiet and proximity to trailheads you can reach without getting in the car.
County surveyor records show Westgate was actually built out in eight phases, not the two most commonly referenced. Phase 3 (CS 20136) recorded first, on February 19, 2020, followed by Phase 2 (CS 20176) on March 31, 2020. Phase 1 (CS 20307) and Phase 4 (CS 20296) both recorded in September 2020, Phases 5 through 7 (CS 20498) in April 2021, and Phase 8 (CS 20917) as late as September 2022. The developer of record across most phases is Empire Construction & Development, recorded on the plats as Empire Westgate, LLC, with Pahlisch Homes building out a separate tract within Phase 3. That is a longer, more gradual build-out than the “two plats” framing suggests, and it explains why home ages and finish levels can vary more than you might expect within a neighborhood this size.
“What surprises buyers about Westgate is how few homes are ever on the market at once. It was built out over more than two years across several phases, so you are not shopping a neighborhood with dozens of comparable listings the way you might in Shevlin West. When something comes up here, especially on the canyon rim side, I tell clients to move fast and to have their financing already in order.”
Because the plats were recorded across different sections and quarter-sections of Township 17, Range 11, elevation and lot orientation shift from phase to phase. The newest phases, closer to Shevlin Park, sit higher and closer to the canyon edge, which is where the current McClain Drive listings back up to unobstructed views. Earlier phases sit on flatter ground further from the rim.
There is no single plaza or park inside Westgate itself. The gathering point for the neighborhood is really Shevlin Park just outside its boundary, along with the Phil’s Trail network a short ride away.

Westgate backs directly onto the Shevlin Park trail system, so you can be on singletrack along Tumalo Creek without driving anywhere. That is the single biggest reason people choose this neighborhood over somewhere closer to downtown.

Deschutes National Forest — Westgate’s westernmost phases sit close enough to national forest land that some backyards look straight into it, though public access points should be confirmed street by street.
Because Westgate sits right at the edge of the forest, winter driving can be more variable here than closer to the city core. Ask about a specific street’s sun exposure and elevation before assuming your commute will match a home in NW Crossing or downtown.

Westgate itself has no commercial core. For groceries, coffee, or a sit-down dinner, you are driving a few minutes to NW Crossing or further into town. That is the honest tradeoff for being this close to Shevlin Park.

Most day-to-day errands mean a short drive rather than a walk. If you want walkable retail, Shevlin West or NW Crossing will feel more convenient than Westgate.

Westgate does not sit in isolation. Shevlin West borders it to the east and is a larger, more established neighborhood with more homes changing hands in a given year. Buyers who strike out on inventory in Westgate often widen their search there first, since the two share the same Summit West area and similar proximity to Shevlin Park. NW Crossing sits a short drive southeast and offers a denser, walkable commercial core that Westgate does not have. Discovery West, further southwest, is a larger master-planned community with its own new-construction pipeline and a different price mix. If you like what Westgate offers but need more homes to choose from right now, these three are the natural next places to look.

- The neighborhood was built out in phases from 2020 to 2022, so finish levels, lot sizes, and builders vary more block to block than in a neighborhood built all at once.
- Part of Westgate sits outside Bend’s official city limits in unincorporated Deschutes County, which can affect things like future annexation, utility providers, or municipal services depending on the specific address. Confirm this for any home you are considering.
- HOA rules and dues are not standardized across the whole neighborhood and should be confirmed for the specific plat and street.

to know about Westgate.
Westgate is one of the smallest neighborhoods I work with on Bend’s west side, and that is exactly why buyers either love it or move on quickly. If you want to be close enough to Shevlin Park that you can be on a trail in five minutes, this is about as close as you can get on the residential side of the boundary. If you need more homes to compare before you decide, I usually point clients toward Shevlin West first, since it sits right next door and shares the same trail access with more turnover.
The thing I tell every Westgate client up front is to check exactly where a specific address falls, since part of the neighborhood sits just outside Bend’s official city limits. It rarely changes someone’s decision, but it can affect utility providers and future annexation questions, and I would rather you know that before you write an offer than find out afterward.
