Shevlin West isn’t a guild-built neighborhood like its neighbor Discovery West — it’s 116 individual lots, each built by whichever licensed builder the owner chooses. Here’s what that means, phase by phase.
Shevlin West is one of the newest pockets on Bend’s far westside, tucked in against Shevlin Park where the streets run out and the trees take over. It gets grouped with Discovery West in conversation because they’re minutes apart and both newer construction, but the way they’re actually built is different in a way that matters if you’re buying here. Below is what I can verify: the City’s own approval history, the phase map the developer has published, and who is actually building right now.
The short version
Shevlin West sits in the Summit West Neighborhood District in NW Bend, 97703, immediately east of Shevlin Park. The developer of record is Empire Shevlin LLC, building on land owned by Rio Lobo Investments LLC. The City of Bend approved the neighborhood’s master plan and annexation under land-use file PZ20-0010, and the plan calls for 116 residential lots ranging roughly 8,000 to 20,000 square feet, plus a 3.5-acre park managed by Bend Park & Recreation District.
The phases, and what the developer’s own map shows
Shevlin West is not one flat release — the developer’s own site publishes a dedicated phase map showing how the 116 lots were staged and released over time. That matters the same way it does at Discovery West: a home on a street that sold out and built early has a longer track record than a lot in a later phase that may still have construction traffic nearby. If a specific address matters to you, I can check where it falls on the developer’s phase map before you tour it.
I built an interactive site plan for Shevlin West using real parcel data pulled directly from the City of Bend and Deschutes County’s own GIS system — not an approximation. It shows all 120 taxlots in the neighborhood, with the current Malace Homes listing on NW Jackwood Place highlighted, so you can see exactly where a given lot sits relative to Shevlin Park and NW Crossing.
Custom builders, not a Guild
The distinction worth understanding before you shop here: Discovery West uses a Builders’ Guild, a closed roster of vetted builders invited to build under one architectural program. Shevlin West doesn’t work that way. The developer’s recorded design guidelines and CC&Rs set the rules, but any licensed builder a lot owner chooses can build here, as long as the home meets those guidelines. That means more architectural variety street to street, and it also means there’s no single closed builder list to hand you — I update the builder page as I confirm who is actually active.
Right now, the builder with the most visible, verifiable presence in the neighborhood is Malace Homes, a Central Oregon custom home builder founded in 2015. They currently have a completed home on the market at 3431 NW Jackwood Place — a contemporary prairie-style build finished in 2023 — and it’s a useful example of what a custom-built Shevlin West home looks like up close.
A builder’s daughter’s read on custom-lot neighborhoods
My dad has built and developed in Central Oregon since 1974, and I grew up around job sites, not open houses. - Shevlin West has no single builder roster — homes are built by whichever licensed builder the individual lot owner chooses, under recorded design guidelines, not a vetted Guild.
- The neighborhood was released in phases per the developer’s own phase map; a lot’s phase affects both its resale track record and its proximity to any remaining construction.
- It is a small, newer pocket — inventory is limited and homes here tend to move quickly when they do come up.
- Direct adjacency to Shevlin Park is a genuine amenity, but it also means some streets back directly onto forested park land, which some buyers love and others find too remote.
- Because there’s no Guild vetting builders here, verifying the specific builder and their track record on any given home matters more than it does at Discovery West.
- School assignments are set by home address and can change with boundary updates; confirm the current assignment before relying on it.
Shevlin West vs. Shevlin Meadows vs. Discovery West
